Bihar: Allegations in 2010, action in 2023, action on BDO and other officers taking 10 years

Manoj Kumar, Patna. Irregularities, negligence in works and other allegations were leveled against several BDOs, extension officers and executive magistrates of Bihar. About five to ten years after the charge sheet was filed in the case, action was taken by the Rural Development Department. During this time many officers retired. Due to retirement, the file of allegations against him had to be closed.

Action taken only for condemnation, salary cut and warning

Except for the dismissal of one of the officers on whom action has been taken, no major action has been taken. Condemnation against someone, one or two salary increments have been banned. Someone has been let off with a warning.

Delayed action on these BDOs

  • Chargesheet was filed on 29.6.2010 against the then female extension officer of Sitamarhi, Indu Kumari, for being absent in office and in other matters. Dismissed from service on 21.12.2022.

  • Allegations against the then BDO of Tilauthu, Arvind Kumar Singh, for not taking any action in the matter of opening a private school on government land on 23.3.2014. Ban on two increments on 9.8.2021. He is currently the BDO of Madhubani’s Harlakhi.

  • Charge sheet filed on 27.02.2015 against Manju Kumari, the then Magistrate of Arrah Sadar, for being absent in office and negligence. Order to deduct a salary on 18.8.2022.

  • The then block extension officer of Daudnagar of Aurangabad Mohd. A charge sheet was filed on Khalid Anwar on 22.4.2025 on charges of irregularities in paddy procurement in the year 2014-15. Discharged on 21.11.2022. During this he retired.

  • Chargesheet was filed on 20.6.2016 for negligence against Indumati, the then Block Extension Officer of Nagar Panchayat Kasba. Ban on increment on 11.8.2021.

  • Chargesheet filed on 29.6.2016 against Usha Kumari Sinha, the then BDO of Rangra Chowk, Bhagalpur, for negligence in planning for 2014-15. Penalty of warning on 16.6.2021. Presently she is Assistant Project Officer of Bhagalpur.

  • Charge sheet filed on 2.2.2018 on Mithilesh Kumar, the then BDO of Sikta, West Champaran, for negligence in planning. He retired on 31.1.2020. The file in the case was closed on 9.8.2021.

  • Charge sheet filed on 18.5.2016 for indiscipline on Nirmal Kumar Singh, then Assistant Manager Food Corporation of Muzaffarpur. Action of condemnation on 9.8.2021.

  • Chargesheet filed against Abha Sinha, the then woman extension officer of Phulwarisharif, for missing from the place of deputation in the boat accident on 14.1.2017. Action of condemnation on 23.6.2021.

  • Charge sheet filed on 6.8.2018 against Anil Kumar, the then BDO of Sivasagar, Rohtas, for negligence in work, non-completion of the plan. During this Anil retired. File closed on 23.6.2021.
