Bihar Transport Department has issued Standard Operating Procedure (SOP) for scrapping old government and private vehicles. According to the notification issued on Tuesday, government vehicles older than 15 years will be marked and scrapped. For this, the process of e-auction will be adopted. Also, to scrap old private vehicles that have become obsolete, the vehicle owner will have to apply digitally on the vehicle portal. The department has written a letter to NIC officials and instructed them to amend the software and implement it as per the SOP.

E-auction of vehicles will be done through MSTC portal only.

According to the department, the state government will enter into an MoU with MSTC for scrapping 15 year old government vehicles. After this, e-auction of vehicles will be done through MSTC portal only.

Administrative department will determine the minimum reserve price

Administrative departments will determine the minimum reserve price of scrapable vehicles under their jurisdiction. The details of the vehicles will be made available to the registered vehicle scrapping facility centers through the portal. Exemption in motor vehicle tax will be given on purchasing a new vehicle similar to the vehicle being scrapped.

Application will have to be made digitally, vehicles will be examined before scrap.

According to the department, those private vehicles whose registration certificate has not been renewed or does not have fitness certificate, will be scrapped. For this, the registered vehicle owner will have to apply digitally. Along with this, documents related to the vehicle will have to be uploaded.

Will have to be verified from NCRB database

The vehicle owner will also have to give an affidavit that there is no outstanding or criminal action pending against the vehicle. Before scrapping the vehicle, the records will also have to be verified from the National Crime Records Bureau (NCRB) database.
