Teachers who have worked for 20 years will directly become principals, a committee was formed for the promotion of teachers.

Changes will be made in the guidelines issued regarding promotion of primary and middle school teachers of the state. A committee was formed under the chairmanship of the Education Secretary after teachers’ organizations raised objections to the guidelines issued earlier regarding the promotion of teachers. The committee has sent a letter to the District Education Superintendents of all the districts to resolve the objections lodged regarding the promotion of teachers. According to the decision taken by the committee constituted regarding promotion, those elementary teachers who have completed 20 years of service will now be directly promoted to the post of headmaster. There will be no obligation for them to serve for five years on the post of graduate trained teacher. About 35 thousand teachers of the state will benefit from this. Teachers appointed in primary schools till the year 2008 will get promotion on the basis of this provision. Apart from this, graduate trained teachers appointed in schools between 2012 and 2016 will be eligible to become head teachers after ten years of service. Separate rules will be prepared for this. A letter was issued by the Education Department in September regarding the promotion of primary and middle school teachers in the state. Teachers organizations had opposed this.

Teachers union not unanimous on instructions

The teachers’ organization is not unanimous regarding the instructions prepared for the promotion of teachers. All Jharkhand Primary Teachers Association, Jharkhand Primary Teachers Association has welcomed it. Jharkhand Progressive Teachers Association has opposed it. State General Secretary of All Jharkhand Primary Teachers’ Association Ramamurthy Thakur and spokesperson Naseem Ahmed have said that with the promotion, 97 percent of the vacant posts of headmasters in middle schools can be filled. Jharkhand Primary Teachers Association spokesperson Chittaranjan Kumar has demanded to complete the promotion process as per the instructions. There itself Jharkhand State President of Progressive Teachers Association, Anand Kishore Sahu and General Secretary Baljit Singh have opposed the change in the guidelines issued earlier regarding promotion. A teacher who fulfills the provisions of the Right to Education Act should be promoted to any post. The union has warned of agitation.
