So far only 36 percent i.e. 45.75 lakh books have reached at the block level for distribution in government schools of Bihar. At the same time, books have been distributed to 38.92 lakh school children in these books sent from the block to be distributed in the schools. Although still 64 percent of the books have not reached the block level. In the state, books are to be distributed to 1.27 crore children from class one to eighth by the government. Overall, till now 65 percent children are studying without books.
Negligence by agencies
According to official experts, the book is being reviewed daily for distribution. However, the education department is monitoring the text book distribution.
Working from old books only
School children are somehow managing with old books. The worst situation is of the children of class one to two, who have to study from completely new books. Till April 19, only 1.77 per cent books have been delivered at the block level in East Champaran. Not a single book was distributed to the children in this district till 19th April. Among the districts where books are distributed less than a quarter of the target, at block level only 10.38% in Purnia, 14.35% in Darbhanga, 18.62% in Madhubani district, 21.45% in West Champaran, 22.72% in Katihar and Munger Only 24.04% books have been delivered at the block level. Even in Patna district only around 27 percent books have reached the blocks. However, more than 85% of the books which have been delivered to the schools from the block have been distributed.

Printers’ attitude is also being told as the reason for late distribution of books. Since most of the printers are new. There is a lack of capital. That’s why they have first set a target of distributing books in schools in small districts. So that by taking money from there you can remove your financial difficulties. That’s why there is less progress in distribution of books in big districts. The Education Department has issued instructions to all these printers on Thursday asking them to immediately focus on distributing books in big districts.
