Relief to tax defaulters in Bihar, exemption in penalty by depositing lump sum amount, Transport Department issued notification

Patna. The state government has given a golden opportunity for tax defaulter vehicles. Exemption will be given in the penalty payable on depositing the outstanding road tax in lump sum. This scheme has started. The plan has received approval from the cabinet. The benefits of the scheme can be availed till February 7, 2024. Transport Secretary Sanjay Kumar Aggarwal said that the benefit of this scheme will be availed by tax defaulter registered tractor-trailer vehicle owners, tax defaulter battery operated (electric) vehicle owners, tax defaulter registered, unregistered transport, non-transport vehicle owners and trade tax defaulter vehicle dealers. Tax defaulters due to not depositing money on time

The Secretary said that the owners of transport, non-transport vehicles, tractor-tailors and battery operated (electric) vehicles became tax defaulters due to various reasons. During the review, some vehicle sellers also came to notice who had old dues related to trade tax. They are ready to deposit it, but are unable to pay the basic tax amount due to penalty being imposed which is double the amount due. In such a situation, keeping in view the public interest, a provision for special exemption on lump sum tax deposit has been made.

Complete exemption from fine on depositing lump sum amount of Rs 30,000

Tax defaulters who have outstanding road tax on tractor-trailers will be exempted from the remaining tax and penalty on depositing a lump sum amount of Rs 30,000. Tax defaulters will be exempted from all types of registered vehicles (including temporary registration) and all types of unregistered vehicles. The remaining penalty will be waived off on depositing the basic toll tax and 30 per cent of the outstanding road tax for battery operated (electric) vehicles (except tractor-trailers and vehicles not subject to emission standards).

Exemption from penalty on lump sum payment of temporary registration fees.

Tax defaulters of all types of vehicles whose green tax is outstanding will be exempted from the remaining penalty on depositing the due basic green tax and 30 percent penalty. Vehicles sold without temporary registration and whose temporary registration fees are outstanding will be exempted from the penalty on depositing the due fees. Dealers who are imposed penalties for not depositing trade tax on time will be exempted from the remaining penalty on depositing basic trade tax and 30 percent penalty.

More than 4 lakh tax defaulter vehicles in Bihar

In Bihar, more than 4 lakh private and commercial vehicle owners are tax defaulters. Action will be taken against private and commercial vehicles that do not pay tax. The vehicle owners who have not deposited the vehicle tax have been declared tax defaulters by the Transport Department. Maximum tax defaulters are in Patna. There are more than 1 lakh people in Patna who have not paid vehicle taxes. In Patna alone, tax defaulters owe Rs 116 crore in tax and penalty.

Rs 900 crore outstanding of tax and penalty

Under Indian law, it is mandatory to deposit motor vehicle tax on time. In case of vehicle tax arrears, there is a provision to impose penalty up to 200 percent of the tax. Muzaffarpur is at second place in the district wise list of tax defaulter vehicles. There are 65 thousand 452 tax defaulters here while Purnia is in third place, where the number of tax defaulters is 26512. After this come districts like Bhagalpur, Begusarai, Gaya, Jehanabad, Chhapra, Nalanda, Rohtas etc. Nearly Rs 900 crore of tax and penalty is outstanding in the entire state.

Transport department will take action for recovery

Action will be taken by the District Transport Officer for non-payment of tax and penalty on defaulter vehicles. Commissioner of State Transport Department said that a special campaign will be run by District Transport Officer, MVI and ESI in all the districts to recover tax and penalty from tax defaulter vehicles. In case of non-payment of tax, recovery action will be taken against the defaulting vehicle owner by filing an auction letter and if necessary, the vehicle will also be blacklisted.
