Parliament Special Session: A special session of Parliament has been called from 18 to 22 September. During this, the journey and achievements of the Parliament of 75 years from the Constituent Assembly till today will be discussed. Four bills are also listed in the special session. This session will start in the old building on 18th September and will be shifted to the new Parliament building on the day of Ganesh Chaturthi i.e. 19th September. The central government has called a special session of Parliament for five days, from 18 to 22 September. This will be the 13th session of the 17th Lok Sabha and the 261st session of the Rajya Sabha. According to the Lok Sabha Secretariat, during the special session, the 75 years of Parliament’s journey, achievements, experiences, memories and lessons, from the Constituent Assembly till date, will be discussed. Apart from this, four bills are also listed. There will be no question hour, zero hour and non-government business during the special session. The special session will begin in the old building on September 18 and will be shifted to the new Parliament building on September 19 on the occasion of Ganesh Chaturthi. According to the Secretariat Bulletin, Advocates Amendment Bill-2023, Press and Periodical Registration Bill-2023 have been passed by Rajya Sabha and are pending in Lok Sabha. At the same time, Post Office Bill-2023 and appointment of Chief Election Commissioner, other Election Commissioners, Service Conditions Bill 2023 are listed. This session can also be held regarding celebrations related to Chandrayaan-3 and G-20.

1972: A special session was called on 14-15 August. During this, 25 years of India’s independence was celebrated.

1992: A special session was called at midnight on 09 August. On that day the 50th anniversary of Quit India Movement was celebrated.

1997: A special session of Parliament was called on the midnight of 14-15 August on the completion of 50 years of India’s independence.

2012: A special meeting was called on 13 May to celebrate the 60th anniversary of the first meeting of the Rajya Sabha and the Lok Sabha.

2015: On 26 November, a special meeting was called on the 125th birth anniversary of Dr. BR Ambedkar and Constitution Day was celebrated.

Special session was called for GST

Four bills including appointment of election commissioners listed

The government had introduced the Chief Election Commissioner and Other Election Commissioners (Appointment, Service Conditions and Term of Office) Bill-2023 in the Rajya Sabha during the monsoon session. However, this bill could not be passed due to the uproar. According to the bill, in future the election commissioners will be selected by a three-member committee headed by the Prime Minister. Apart from the PM, there will be the Leader of Opposition in the Lok Sabha and a cabinet minister. There will be no Chief Justice in this selection committee. Let us tell you that the Supreme Court had given a decision in March this year that the Chief Election Commissioner and Election Commissioners will be appointed by the President on the advice of a committee consisting of the Prime Minister, the Leader of the Opposition in the Lok Sabha and the Chief Justice. This norm will remain effective until a law is made in Parliament on this issue. After this this bill was brought.

Press and Magazine Registration Bill: Press and Periodicals Registration Bill-2023 has been passed by Rajya Sabha. In this the registration process has been made easy. Registration can be online. There is a provision to remove the requirement of printers to submit declaration form to DM.

It is not necessary to tell the agenda

According to the constitutional provisions, it is mandatory to ensure that the information about calling the session is given to the MPs 15 days in advance. However, it is not necessary to mention the agenda in this. The government can issue a bulletin a day before the Parliament meeting or give information about the agenda in the all-party meeting. The already fixed agenda can be changed by issuing a revised agenda even in the morning of the meeting.
