Old Pension Scheme: Old pension-will create tension, employees clap before Lok Sabha elections

Lucknow: The old pension restoration movement is becoming a tension for the central and BJP ruled state governments. Congress has adopted it because it is an employee-related issue. Congress ruled Rajasthan, Chhattisgarh, Himachal Pradesh and Hemant Soren in Jharkhand, Aam Aadmi Party has restored the old pension in Punjab. All these states are non-BJP ruled. Now even in BJP ruled states, employees are coming together to restore the old pension. Restoration of old pension is emerging as the biggest issue in this Lok Sabha elections. The rally to be held at Ramlila Maidan in Delhi on 01 October will give a new direction to this movement.

roar from ramlila ground delhi

On October 1, employees will roar at Ramlila Maidan in Delhi for restoration of old pension. Lakhs of employees are expected to reach Delhi in this rally. ATEWA/NMOPS President Vijay Bandhu has reached Delhi with his team on Friday morning. Last Sunday also he went to Delhi and took stock of the preparations for the rally. The organization has been running a membership cooperation campaign for the success of this rally for three-four months. Along with this, Ghanti Bajo campaign at the houses of MPs and Twitter trending was also being resorted to.

Employees started a one-on-one fight

State President of ATEWA, Vijay Kumar Bandhu said that the teachers and employees of the entire country are excited by the Quit India Yatra regarding New Pension Scheme (NPS) privatization. In this journey, approximately 18 thousand kilometers were covered in many states. Wherever this journey went, there was immense support from the employees. Vijay Bandhu said that due to restoration of old pension in many states, people’s confidence in Ateva has increased.

NMOPS spokesperson Dr. Rajesh Kumar said that the movement for restoration of old pension was started with the Women’s Pension Rights Conference in Lucknow on July 30. After this, from 01 August to 09 August, a demand was made for restoration of old pension by ringing bells at the residence of the MPs.

Hearing is not happening in UP

Atewa-NMOPS National President Vijay Bandhu said that Atewa Pension Bachao Manch Uttar Pradesh has written a letter to Chief Minister Yogi Adityanath, Finance Minister Suresh Khanna and Chief Secretary and reinstated the teachers and employees who were advertised and selected before April 2005 on the lines of the old pension center. Had demanded to do. But no action was taken on this.

Vijay Kumar “Bandhu” told that after the technical process was completed till 31st December 2003, the teachers/employees who could not join till 1st January 2004 due to some administrative reasons, under the CCS Pension Scheme 1972, the Central Government had given pension to the central employees on 17th February. Under the order of 2020, it was covered with the old pension. It has even been decided to provide benefits to teachers/employees selected on posts advertised before December 31, 2003.

Centre’s order ineffective in UP

Similarly, in Uttar Pradesh too, there are a large number of teachers/employees working in all departments on selected and advertised posts before April 1, 2005. In such a situation, why is the Uttar Pradesh government not following the orders of the Centre? While the Uttar Pradesh government always says that we will do whatever the central government does, then why is such a dual policy being adopted.

Uttarakhand and Haryana also in favor of old pension

Vijay Bandhu told that in this context Ateva has written letters several times to the Chief Minister, Finance Minister and Chief Secretary of Uttar Pradesh Government. But even after the decision of the Center in this regard, the Uttar Pradesh government is playing with the future of thousands of teachers/employees. Whereas the BJP ruled Uttarakhand and Haryana governments have started the process of giving old pension to their teachers/employees on previously selected and advertised posts as per the orders of the Centre.

State media in-charge of Ateva, Dr. Rajesh Kumar said that parallel to the order of the Central Government, the Uttar Pradesh government should implement the old pension. In this regard, letters have been written from many MLAs, MPs and ministers and sent to the Uttar Pradesh government. But unfortunately no appropriate action has been taken on this issue yet.

The movement started from UP

The movement was started by the employees under the leadership of Vijay Kumar Bandhu from Lucknow demanding restoration of old pension. Today the effect of his movement is being seen across the country. Old pension has been implemented in six states. But in the state where the old pension movement started, it has not been implemented yet.

Rath Yatra got support from employees

For the restoration of old pension, Rath Yatra was organized under the leadership of National President of National Movement for Old Pension (NMOPS) and State President of ATEWA, Vijay Bandhu. It was named NPS Privatization Quit India Journey. This journey started from Champaran Bihar on 1st June. This journey went through Bihar, Uttar Pradesh, Uttarakhand, Madhya Pradesh and then Maharashtra.

NMOPS National President Vijay Kumar Bandhu says that the NPS Privatization Quit India Yatra has created confidence in the employee teacher community for the restoration of old pension by traveling a long distance of 18000 km. Therefore, now the fight for restoration of old pension is at its crucial juncture. The rally to be held in New Delhi on October 1 will decide the restoration of old pension.

Number of employees is five crore

Vijay Bandhu says that the number of employees in the entire country is 1 crore. If 5 votes of one family are added then the number reaches 5 crores. If this government does not restore the old pension system, then due to the loss of votes this government will be removed and a new government will be formed in Delhi. The way it was done in Himachal Pradesh and Karnataka, the same will be done in the entire country. He said that he will not remain silent until the old pension system is restored and privatization is not ended.

Social media has been made a weapon

All Teachers Employees Association (ATEWA) and National Movement for Old Pension Scheme (NMOPS) have made the hashtag Vote for OPS the top trend on social media several times. On the call of NMOPS National President Vijay Kumar ‘Bandhu’, a #voteforOPS campaign was launched on Twitter on January 16 from 2 pm to 5 pm to restore the old pension of employees, teachers and officers.

There is a tussle going on in the country for a long time between the Central Government and the Opposition regarding the Old Pension Scheme (OPS) and the New Pension Scheme. Restoration of old pension has become a big issue in non-BJP states. Whereas the Central Government is not ready to listen to anything regarding the new pension scheme. Even leaders associated with the Center are against the states implementing the old pension scheme.

When is the new pension scheme applicable?

The New Pension Scheme (NPS) is in force in the country from January 1, 2004. In the old pension scheme, the government makes payment when the employee retires. In this, almost half of the last salary is given to the employee as pension. Whereas the new pension is based on the stock market and there is no guarantee of payment. Whatever payment is made is based on the movement of the market.

What is the new pension scheme?

In the new pension scheme, 10 percent is deducted from the salaries of the employees. It does not have GPF facility. If the stock market is good in NPS, then the employee can get better money at the time of retirement. If the market is down then this payment may also reduce.

Whereas the old pension scheme has the facility of GPF. The employee gets a gratuity amount of up to Rs 20 lakh. If the employee dies, the family members continue to receive a fixed amount every month as family pension. There is a provision of DA every six months in the old pension. Pension also increases after the implementation of the new pay commission.

The central government says that the old pension scheme worsens the financial condition of the government and increases the burden on the government treasury. The Reserve Bank also calls OPS a burden on the government. But old pension has now become a big election issue. This will become a big issue for gaining power in the Lok Sabha elections 2024.

Under the Pension Scheme 1972, central employees have been covered with old pension under the order dated 17 February 2020.
