Except the excise department, all the departments related to the revenue of the government have recovered from the ill effects of Corona. Only the Product Department is stuck in the situation of the first financial year affected by Corona. Since the beginning of the Corona epidemic till now, the departments related to revenue have registered an average growth of up to 371.47 percent. To overcome the bad effects of Corona, the excise department implemented a new liquor policy. Appointed Chhattisgarhi advisor. All the efforts came to an end at an average growth rate of 1.71 percent. The Board of Revenue had expressed the apprehension of its failure during the review of the new excise policy itself.

Due to the Corona epidemic, a total of 98 days were closed in the country. Due to this ban, the revenue of the state government was also affected in the financial years 2019-20 and 2020-21. For the period from the financial year 2021-22 to 2022-23, the revenue related departments of the government tried to recover from the bad effects of Kovid-19. Except the product department, rest of the departments got success in this. The first lockdown due to Kovid-19 was for 14 days (from 25 March to 14 April 2020).

Seven days of this bandh fell in the period of the financial year 2019-20. The first month (April 2020) of the financial year 2020-21 was affected by the closure of the remaining 15 days. In the financial year 2019-20, the seven-day shutdown affected very little revenue, but the second (19 days), third (14 days), fourth (days) and fifth (30 days) phase of the lockdown has affected the government in the financial year 2020-21. The revenue of various departments was badly affected. During this period, there was a decline in the revenue of all the departments.

The revenue situation has not improved even after the claims of the Excise Department:

To deal with this situation, the government imposed a ban on salary allowance, welfare schemes and expenditure on other works. After the end of the lockdown, from the financial year 2021-22, the revenue departments tried to improve the situation. During this effort, the Excise Department made maximum claims in the year 2022-23. Implemented new liquor policy.

Chhattisgarh’s company was appointed as consultant, but the revenue situation did not improve. To deal with this, the government changed the new liquor policy in the middle of the financial year. The State Beverages Corporation was called incompetent to implement the new policy. However, later the government joined hands with the Beverages Corporation to deal with the worsening situation. Despite this, the average growth rate of revenue from liquor stopped at 1.71, while other revenue related departments registered an average growth ranging from 29.84 percent to 371.74 percent.
