questions arising

ED investigation:

Currently ED is investigating many land related cases. In such a situation, to avoid the ED, have the old documents been stolen from the record room in a planned manner, so that the original land documents do not fall into the hands of the ED during the investigation?

Security arrangements:

The theft must have taken place between Wednesday night and Thursday morning. After the work in the Collectorate premises is over, the gates are closed from both sides at night. Soldiers are also deployed for security. In such a situation, why did the soldiers not get information about the theft incident?
