Lok Sabha Elections: Screening Committee formed by Cabinet Secretariat and Monitoring Department, Chief Secretary as Chairman

Following the Model Code of Conduct issued regarding the Lok Sabha elections, many types of departmental files are coming to the election office. Many departments are sending the file directly to the election office. There is objection on this from the election office. In view of this, the Cabinet Secretariat and Monitoring Department of Jharkhand Government has formed a screening committee.

The file will be sent to the Election Commission only through the committee.

Departments will be able to send the file only through the committee. In this it will be decided which file is important even during the election process. What permission is required? The chairman of this screening committee will be the Chief Secretary. The department whose proposal will be included in the committee will be its Secretary, Additional Chief Secretary or Principal Secretary. Apart from this, Principal Secretaries of Cabinet Secretariat and Monitoring Department will also be members.

After considering the proposals of the departments, the committee will send the file to the commission.

After seriously considering the proposals received from the departments, the committee will send the file to the Election Commission. In this, full care will be taken of the guidelines of the Model Code of Conduct. In this the need for the related proposal will be explained. It will also have to be explained why it is not possible to stop the related proposal till the election work is done. All departments have been instructed not to send any proposal directly to the Election Commission.

Format of proposal also released

The format of the proposal to be sent to the departments to the Election Commission has also been issued. It is also to be mentioned whether the approval of the departmental minister has been received or not.

100% compliance with fixed responsibilities is mandatory: CEO

State Chief Electoral Officer K Ravikumar, while reviewing the election preparations of Palamu, Garhwa Latehar and Chatra, directed the district administration and police administration to coordinate and prepare an action plan to conduct peaceful, clean, fair and fear-free voting. He said that 100 percent compliance with the responsibilities set by the Election Commission is mandatory at all levels.

Activate check post, be strict

Provide medical kit facility to polling personnel

K Ravikumar directed to make arrangements for pure drinking water at polling stations. Said to ensure drinking water system by tankering and storing it at polling stations facing drinking water problem. Keep the toilet functional too. Provide medical kit facility to polling personnel. In the light of election work, arrangements for permanent and temporary helipads should be improved. Do joint practice for use in polling party and emergency services.

Instructions to ensure security arrangements

In the meeting, State Police Nodal Officer AV Homkar directed to ensure arrangements by keeping strict vigil on sensitive and highly sensitive polling stations. Asked to deploy adequate number of CRPF and police forces at polling stations.

Ranchi District Election Officer cum Deputy Commissioner Rahul Kumar Sinha held a meeting on Saturday through video conference regarding the facility arrangements to be made at all the centers of the district. He directed to ensure minimum facilities like toilets and bathrooms at the centres.

These instructions were given

Apart from providing bottled water and three meals a day, polling personnel were instructed to paste the names and contact numbers of shopkeepers providing food at the polling booths. At the same time, instructions were given to arrange adequate tables and chairs for the officials to sit at the polling booth.

Adequate number of security forces will be deployed at sensitive booths

It was asked to tighten the security arrangements at polling booths and to deploy adequate number of security forces especially at sensitive booths. DC made it clear that he will soon inspect the polling booths along with senior officials.
