Land scam: ED writes to government to register case against Afsar Ali and Fayaz Khan

Ranchi: The Enforcement Directorate has written a letter to the state government to register an FIR against Afsar Ali alias Afsu Khan and Fayaz Khan in the case of sale and purchase of land by forging documents. ED has shared the facts found in the investigation with the state government under Section-66(2) of PMLA. In the light of the information shared by the ED in the same matter, an FIR has been lodged against revenue employee Bhanu Pratap on behalf of the state government.

ED raided on April 13

In a letter sent by the ED to the state government, it was said that on April 13, 2023, raids were conducted on the premises of government officials and land traders in the case of sale and purchase of land by forgery in documents. During the raid, 35 sale deeds were found from the house of Afsar Ali alias Afsu Khan, who was identified as the kingpin in the case of purchase and sale of land by forgery in documents. Apart from this, Aadhaar cards and PAN cards of more than two dozen people were seized. During interrogation, Officer Ali has accepted that all the documents found from his house have been prepared by forgery. The names of people from different communities are included in the people whose Voter ID, Aadhaar and PAN have been found from his house. Such people include Amiruddin Ansari, Jameel Ansari, Khurshid Alam, Subodh Kumar Soreng, Shailesh Toppo, Manish Toppo, Rizwan Ansari, Parvez Ali, Sameera Parveen, Vidya Dungdung, Nisha Rani, Pavitra Mohan, Rajeev Rai, Sunita Kumari, Noor Saba, Rahela. The names of others including Roohi, Saleha Parveen, Rumi Tabassum, Rais Khan, Sabiha Parveen are included.

10 seals of government officials were seized from Fayaz’s house

Forgedly prepared sale deed, land maps etc. were also seized from the house of gang member Fayaz Khan. Apart from this, 10 seals made of the designation of state government officials such as Circle Officer, Additional Collector and other officials related to the work of the land were seized. They are used to send reports in their favor on behalf of circle officer, sub-registrar, additional collector, lawyer and other officers in connection with fraudulently prepared land documents. Fayaz Khan has accepted in the statement given under Section-50 of PMLA that all the fake stamps are of Afsar Ali. On his instructions, he kept it with him. While sharing this information on behalf of ED, it has been written that in the light of the decision given by the Supreme Court in the case of ‘Lalita Kumari vs. State of Uttar Pradesh’, there is an obligation to register an FIR against the guilty persons. Therefore, in the light of the decision of the Supreme Court, the state government should register an FIR against these persons under relevant sections including 420, 120B, forgery of government documents.

A copy of the order of the Adjudicating Authority was sent to the Government.

The ED has also sent a copy of the order given by the Adjudicating Authority in connection with confiscation of the property of Pooja Singhal and family members, including Pulse Hospital, to the state government. ED had temporarily confiscated the property of Pooja Singhal’s family members after investigation. After this, an application was made to the Adjudicating Authority for permanent confiscation of these properties. After hearing all the parties, the authority had justified the action taken by the ED.
