Land consolidation work very slow in Bihar, revenue concerns increased due to decrease in registry

Muzaffarpur. After the implementation of the new rules of land registry, there has been a brake on the purchase and sale of land in the district. The main reason for this is the slow pace of execution of land confiscation and reclamation cases from the zonal office level. There is considerable laxity in the execution of the pending case of setting up of Jamabandi and Parijan in the Mushahari zone as well as in the blocks of Motipur, Muraul, Aurai, Gaighat, Katra, Paru, Kudhni etc. of the district. The DM has expressed a lot of displeasure regarding this. According to the registry conducted till March 10 after the rule came into effect from February 22, the figures have come out. That’s shocking.

There was a decline of up to 90 percent in registry cases.

In a total of 12 days, only 65 land documents have been registered in all the 49 wards falling in the urban area i.e. Municipal Corporation. At the same time, 196 land documents were made in rural areas falling under Mushahari zone. Whereas, before the implementation of the new rules of Jamabandi, from January 1 to February 21, 2024, a total of 318 land plots were bought and sold in the Municipal Corporation area and maximum 1110 land plots were bought and sold in the rural areas of Mushahari area. The DM said that the number of registries has decreased in every block after the implementation of the new rules. The COs of all those blocks have been ordered to expeditiously dispose of the pending cases of jamabandi and parimarjan. Let us tell you that a total of 9686 registries have been done in the district between January 1 and February 21. At the same time, after the implementation of the new rules of Jamabandi, only 995 land documents were registered from 22 February to 10 March.

1084 registries in 41 days, reduced to only 119 registries in 12 days

A total of 1084 land plots were sold in Kanti block between January 1 and February 21 this year before the new registry rules came into force. But, after the implementation of the rules, its figure has come down to 119 by March 10. Meaning, a large number of cases related to admission, rejection and refinement of people are still pending in the Kanti zonal office. The condition of Kudhni block is also very bad. Between January 1 and February 21, 1041 lands were registered. But, after the implementation of the new rules, the number of registry has reduced to 95.
