KK Pathak’s new instructions regarding inspection of schools in Bihar, increased responsibility of all BEOs

To make inspection in government schools of Bihar better and more effective, Additional Chief Secretary of Education Department KK Pathak has issued guidelines on Tuesday. For this, he has also increased the responsibility of Block Education Officers. He has instructed all the district education officers to activate Block Project Management Units (BPMU) for effective inspection of schools. There should be 14 personnel working in BPMU. In the block where there are not 14 personnel, the shortage of personnel should be met from the designated agency. In this context, he has issued necessary guidelines through a letter. All the officers and employees of BPMU will be under the direct control of the Block Education Officer.

These officers will be included in the Block Project Management Unit

Apart from the Block Education Officer, the block project manager, junior manager or junior engineer, block resource worker of mid-day meal, chief resource worker of public education, five block resource workers of Bihar Education Project and other officials will be included in the fourteen officers or members of BPMU.

It is mandatory to get information about homework and test

Additional Chief Secretary Pathak has told the district education officials that the green or brown areas in the school premises should not be damaged. He said that during the inspection, information should also be taken about the amount lying in the accounts of the schools. Information about whether monthly examination at the end of every month, weekly test and daily homework is being given or not should be taken compulsorily during inspection.

All doors in the school should be unlocked before 9 o’clock

The Additional Chief Secretary has clearly ordered that if any official goes to inspect the school, the locks of all the rooms of the school should be opened. Before this, give clear instructions to the headmasters to open the locks of all the doors before 9 am. Also, get the rooms locked after school hours. This instruction should be followed. Information about housekeeping should also be obtained. In this way, the Additional Chief Secretary of the Education Department has set the parameters for effective inspection.

40000 schools are being inspected every day

KK Pathak said that all the schools are being inspected three times a week. At the same time, inspection is taking place in 40,000 schools across the state every day. Many positive results have been seen. The presence of teachers and students in schools has increased. However, there are still many schools where there is a great need for improvement. There is still a lot to do.

Inspection should be effective

KK Pathak said that in many places it has been seen that officials inspect schools only verbally or in a routine manner. But this should not happen; we should not limit inspection to mere presence. Rather, during the inspection we have to check all aspects of the school as well as the level of education. He said that inspection should not be done just for the sake of money supply. Inspection should be effective.

Check list sent to block education officers

It is noteworthy that the check list related to the work of Block Education Officers has also been sent to the Block Education Officers. For example, whether computer education is being imparted in schools having ICT lab or not, the findings of daily inspection and daily attendance of Shiksha Sevaks etc. are included in the e-Shiksha Kosh.

Instructions for inspection at these points

  • Whether cleanliness is being done properly in the school or not?

  • Whether the toilet, classroom, furniture, lab library has been cleaned or not?

  • Whether the lab or library is functioning properly or not?

  • Whether the equipment and sports equipment sent by the government are being used or not?

  • Whether monthly exams, weekly tests and homework are being given every day or not

  • How many types of accounts are there in the school and how much money is there in it?

  • Check attendance of teacher and students
