At the same time, coaching institutes will not be able to be operated during the school period. Regarding this, the Additional Chief Secretary of the Education Department, KK Pathak has written a letter to all the District Magistrates. In the letter, he said that due to running of coaching during the school period, the attendance of children remains low. In such a situation, there will be a ban on the operation of coaching institutes from 9 am to 4 pm. After which the DMs of almost all the districts have started action.
Thousands of coaching institutes will be affected
This instruction of KK Pathak will affect thousands of coaching institutes operating in the state. The education department has taken this decision to increase the attendance of children in schools. Additional Chief Secretary of the department KK Pathak has asked the DM to control the activities of coaching institutes in the district.
Why did KK Pathak take action
KK Pathak has also given the reason behind this order in his letter to all the DMs. Through his letter, he said that such information has been received that the class timings of coaching institutes are the same as that of government schools. Schools run from nine in the morning to four in the evening. Coaching institutes also continue to run during this period. Due to the students from ninth to twelfth especially going to coaching institutes, their attendance in schools remains less. In coaching institutes, government teachers also go and teach during school hours. Some coaching institutes are run directly or indirectly by the teachers of government schools.
DM authorized to take action
Citing the Act of the year 2020, the reader has authorized the DM to control the activities of the coaching institutes. He has said that a rule in this regard will be brought by the department soon, in which it will be authorized to take action against coaching institutes and punish them or cancel their registration. It has been asked to take action in three phases regarding this.
Meeting with coaching operators will be held till August 16
In the first phase, a list of all the coaching institutes of the district will be prepared from August 1 to 7. In the second phase, a meeting will be held with the directors of these coaching institutes from August 8 to 16. Additional Chief Secretary has said that in the meeting it will be asked not to run coaching institutes during the school period. No such person is to be kept in the teaching faculty, who is a teacher or employee of any government or non-government school. No government employee or office bearer is to be kept in the governing board of coaching institutes.
Warning will be given till 31st on coaching operations during school period
The third phase will be from 16 to 31 August. In this, DM will conduct intensive inspection of coaching institutes by deputing his subordinate officers. If he is found conducting coaching from 9 am to 4 pm, a written warning will be given. After August 31, if the coaching institute is not found complying with the instructions, the department will soon issue detailed guidelines for action as per rules.
SDO, BDO and BEO got the responsibility to investigate coaching institutes
All Sub-Divisional Officers, Block Development Officer and Block Education Officer will investigate the teaching of government teachers in coaching institutes during the school period. It will be seen by the officials whether the children of the government schools are not studying in the coaching institute during the school period. In this regard, DM Dr. Chandrashekhar Singh has directed all the Sub-Divisional Officers, Block Development Officers and Block Education Officers to go to coaching and investigate.
Action will be taken against teachers for teaching in coaching
The DM said that there will be an inquiry into the teaching of government teachers in coaching institutes and the studies of children in government schools. No government teacher should teach in coaching institutes during the school period. Along with this, it is also to be seen that the children enrolled in government schools are not leaving school and studying in coaching. Such children have to be sent to school again. He said that action will be taken if government teachers violate rules and teach in coaching institutes during school hours.
Coaching Association of India will meet KK Pathak
Coaching operators have different attitude after the order of the education department. Additional Chief Secretary of the Education Department KK Pathak has asked the DM to keep an eye on the activities of the coaching institutes regarding the coaching operators. Along with this, strict legal action has been ordered after one month. Pathak has said that coaching will not be conducted during school hours. On this order, Sudhir Kumar Singh, President of the Coaching Association of India has said that it is a better decision. This is also an earlier order. This will also be followed. But there are many things, on which the attention of Additional Chief Secretary of Education Department KK Pathak has not gone. The Coaching Association of India will meet KK Pathak regarding this matter and will keep his views.
Children with evening shift can be taught in coaching in the morning.
Sudhir Kumar Singh has said that many schools run in two shifts. Morning and Evening. Evening children can be taught in the morning in coaching. After this, graduation of many students preparing for other competitive exams like BPSC, UPSC, SSC, Bank etc. is completed. They have no interest in going to college. Apart from this, children are not coming to school, so coaching is not the reason for this. Children are not coming even in the coaching classes. A large number of children have shifted to the online platform. These things have to be understood.
Monitoring of quality education will also be done
Sudhir Kumar Singh has said that the coaching association is ready to help the education department. Quality education is ready to do assessment with training for teachers.
