JSSC LDC vacancy has not come yet, students are worried, revised calendar has been released 3 times in the last one year

Ranchi: If you want to get a government job in Jharkhand, you will have to be patient. This is because the State Staff Selection Commission has not yet released the vacancy for Lower Division Clerk i.e. LDC. Whereas according to the calendar released by JSSC, the vacancy advertisement was to be released in the month of August itself. Students are worried due to lack of vacancy. At the same time, the revised calendar has been released thrice in the last one year. They are demanding to release the advertisement of other examinations including LDC as soon as possible.

The calendar has been revised three times in the last one year

In the month of June 2022, Jharkhand government had released vacancies for more than 900 posts. But due to the cancellation of the employment policy by the High Court, the advertisement issued by JSSC was cancelled. After this the students created a ruckus. After which CM Hemant Soren said that he had assured the students that it would happen as per their wish. After which JSSC made changes in the rules and released the revised calendar again in the year 2023. But no vacancy advertisement could be released on time. In the end, JSSC had to release the exam calendar again in the middle of this year. That means, from last year 2022 till now, the date of examination calendar has been revised 3 times.

Last vacancy came in the year 2017

Jharkhand Staff Selection Commission had last released vacancies for more than 2800 posts of Panchayat Secretary and LDC jointly in the year 2017. After which the examination was completed in the year 2018. The examination has not been conducted since then. After this, in the year 2022, JSSC again released vacancies for 900 more posts. In which lakhs of students filled the application but due to cancellation of planning policy that advertisement had to be cancelled.

What do students preparing for LDC say?

I have been preparing for this since 2019. But I am fed up of vacancies not coming out regularly. Now I have to think about taking pocket money from my parents too. Because my father is a farmer and I am the eldest in the house. The financial condition is not so good that my father can keep paying for the preparation for a long time. There is a demand from the government that they should keep taking vacancies and examinations regularly.

I passed my graduation exam in the year 2016. After this I passed the para graduation examination in 2018. Since then, I have been preparing for many competitive exams including this LDC. But due to lack of vacancies regularly, there is no enthusiasm in studies. Apart from this, I am the eldest among my siblings, so I have more responsibility. The family members are constantly talking about doing something. And with this hope they give money. Many times, after listening to my parents, I feel that I should turn to a private job. But if I do this then my dream will be shattered. I only demand from the government that they should regularly release vacancies and conduct examinations on time so that the enthusiasm of our students remains intact.

Jharkhand High Court had canceled the planning policy of the present government.

Jharkhand High Court had declared the new planning policy made by Hemant government in 2022 as unconstitutional. After which JSSC had canceled the advertisement of all the examinations including LDC, CGL and again talked about issuing new revised dates. However, after this the present Chief Minister said that if necessary, we will challenge the decision of the High Court in the Supreme Court. But seeing the protests by all the students, the Chief Minister assured all the students that he will not challenge it in the Supreme Court.

60:40 planning policy is also in controversy

At present, the Jharkhand government has said that appointments will be made under the 60:40 planning policy. Since then, continuous protests by students are being seen. The agitating students say that under this policy there will be more interference from outside students in jobs. He says that the planning policy should be such that the students of Jharkhand get maximum benefits. When in other states of the country including Bihar, full seats are reserved for local students, then why not for the students of Jharkhand. This is the only state where outsiders are being given a chance.

What is 60-40 planning policy?

After being canceled by the Jharkhand High Court, the present government decided to make appointments from the planning policy of 2016. According to this, 60 percent seats in jobs will be reserved for the people of Jharkhand and 40 percent will be ‘open to all’. Under this, by adopting the planning policy of 1982, the process of planning should be started in Jharkhand on the lines of Bihar.

Contrary to the policy of Raghuvar Das, he made a different planning policy. Babulal Marandi had also increased the reservation limit to 73 percent. However, the then Chief Secretary VS Dubey had opposed it. Despite this, after getting it passed by the Cabinet, the Act was also passed by the Assembly. When the case went to the High Court, it quashed it calling it unconstitutional.
