Jharkhand: ED requests to register case against Chhavi Ranjan and land brokers, land was sold with the help of fake documents

Jharkhand News: The brokers sold 7.16 acres of Hehal’s land with the help of the then Deputy Commissioner of Ranchi, Chhavi Ranjan, with the help of fake documents. The Enforcement Directorate (ED) has shared the facts found in the investigation of the purchase and sale of this land under Section-66(2) of the PMLA with the State Government. Along with this, in the light of the order of the Supreme Court, it has been requested to register an FIR against the guilty.

Land sold on the basis of fake documents

In the information shared under Section-66(2) of PMLA, it was said that there was a dispute over the ownership of the land of Khata No-140. The original land document (Page No. 133 and 134, Book No. 1, Volume 6, Year 1938) was torn, so that the name of the real owner could not be known. After this, with the help of fake documents, claims were being made for the ownership of this land.

Vinod Singh accepted, he does not have land

Vinod Singh, who sold the land by pretending to be the owner with the help of fake documents, has also accepted this fact. During investigation, Vinod Singh accepted that this land was not his. One day the land broker came to him and said that his father had a land in Hehal area. If he wants, they can help him get this land. After this, the land brokers took some other documents including Aadhaar from him. In the year 2021 suddenly a broker named Sudhir Das came to him. He executed an agreement with Ravi Singh Bhatia and others to sell the land. Also opened an account in Bank of Baroda and Punjab and Sindh Bank. After this the land was sold to Ravi Singh Bhatia and Shyam Singh Bhatia.

Land worth 29.88 crores, shown for sale at 15.10 crores, paid only 3.66 crores

It was found in the investigation that the cost of the land at the government rate was Rs 29.88 crore, but the sale of land was shown for only Rs 15.10 crore. However, the actual payment was made only of Rs 3.66 crore. The rest of the money was transferred from Vinod Singh’s account to the accounts of CSN Developers Pvt Ltd and Ganpati Steel, Lineage Cell etc. Roop Narayan Singh was made the fake owner of the land by tearing the original documents found in the investigation. On the basis of this document the land was sold through Roop Narayan’s son Vinod Singh. In the investigation of other documents related to the land, ED found that cell deed number-255 was related to Kadru Mouza. In the sale deed number-255 of the year 1938, the real owners of the land were Sadhu Munda etc.

Mutation happened in the name of Vinod Singh as soon as the jamabandi was canceled

In the investigation, it was found that Vinod Singh claimed his land with the help of a fake document prepared by tampering with the original document. Other revenue courts including Circle Officer rejected the claim of Vinod Singh. After this the matter came to the court of the then Deputy Commissioner Chhavi Ranjan. Under a well-planned conspiracy, he canceled the Jamabandi that was already going on and ordered to set up a Jamabandi in the name of Vinod Singh. After this order mutation of land took place in the name of Vinod Singh and he sold the land to Ravi Singh Bhatia and others. After purchasing the land, on the application of Ravi Singh Bhatia and others, Chhavi Ranjan deployed 150 soldiers and got the siege done. Mentioning these facts, the ED in a letter sent to the government has requested to register an FIR in the light of the decision given by the Supreme Court in the case of Lalita Devi vs Uttar Pradesh.
