Ranchi. Jharkhand’s 48 municipal bodies and regional development authorities are running with four town planners on contract (contract). Town planner has not been appointed even after 22 years of state formation. However, in the year 2014, the rules for the appointment of Town Planner were prepared. Since then, 77 posts of Assistant Town Planner (Basic Post), 10 posts of Town Planner and three posts of Chief Town Planner (total 90) are pending in the state. In the year 2019, applications were invited by the State Government to restore the Assistant Town Planner on contract basis. But, only two people were selected in the restoration done for a total of 26 posts. Later, two other people were reinstated by inviting applications again.
Four town planners are working on contract
At present, Assistant Town Planner Swapnil Mayuresh RRDA, Vivek Harshil Deoghar Municipal Corporation, Payal Srivastava Adityapur Municipal Corporation and Anila Surin Hazaribagh Municipal Corporation, who have been reinstated on contract, are posted. The qualification of regular town planner in the state is only that of city investor Gajanand Ram of Nagar Niveshan Sangathan. It may be known that after the formation of a separate state, the responsibility of the post of town planner has been given to the assistant engineers of road construction, water resources and other departments by the urban development department.
Rejection of recommendation and cancellation of restoration process
In the year 2022 itself, JPSC had recommended the appointment of 43 candidates against 77 posts of Assistant Town Planner. However, the Urban Development Department rejected the recommendation considering it against the rules. Due to this the whole process of restoration was cancelled. Since then no concrete step has been taken for the appointment of town planner. The matter related to this is also under consideration in the Jharkhand High Court.
Town planners only pass the map
The post of town planner is important in the creation of a well-planned urban system. The Town Planning Organization (TPO) of any state is responsible for planning the systematic development of cities and reviewing it every five years. Town planner’s job is to make proper development of cities by calculating electricity, water, road, open area according to the population of cities. However, the town planners in the state only do the work of passing maps.
