On Sunday, when the government changed in Bihar and Nitish Kumar took oath along with his 9 ministers on behalf of NDA, NDA also showed its first action. On behalf of BJP, Nandkishore Yadav gave notice of no-confidence motion against Assembly Speaker Awadh Bihari Chaudhary to the Assembly Secretary. In which it has been mentioned that the assembly no longer has confidence in the current Speaker of the Assembly, Avadh Bihari Chaudhary. The notice has signatures of former CM Jitan Ram Manjhi, former Deputy CM Tarkishore Prasad, JDU’s Vinay Kumar, Ratnesh Sada and many other MLAs.

How many MLAs in which camp..

Let us tell you that the majority figure in Bihar is 122. If JDU and BJP are combined, both have 123 MLAs. Including other NDA parties, the ruling party now has the support of 128 MLAs while the opposition camp Grand Alliance has the support of 114 MLAs. AIMIM MLA Akhtarul Iman is not with any alliance. When the Grand Alliance government was formed in Bihar, Awadh Bihari Chaudhary was made the Speaker of the Assembly from the RJD quota.

Know the process of removing the speaker..

Notice has been given for no-confidence motion against the speaker. Now voting will be held in the assembly. Its decision will be taken on the basis of majority and then elections will be held within the House for the new Speaker. Rule 110 of the Rules of Procedure and Conduct of Business in the Assembly states that members will have to inform the Secretary of the House 14 days before bringing a motion to remove the Speaker. When the proceedings of the Assembly begin, the presiding member sitting in the Speaker’s chair will read that resolution. After that, the members who have given notice of no-confidence motion are allowed to read the motion in the House. Let us tell you that the Speaker against whom the no-confidence motion has been brought cannot sit on the Speaker’s chair during the proceedings. That means he will not preside over the meeting at that time.

Legislature budget session proposed from February 5

On the first day of the budget session, a meeting of the joint legislative party of both the houses is held in the Assembly itself, which is addressed by the Governor. All this is already decided. Therefore, it is expected that before the beginning of the budget session, the new government will get the vote of trust and before that the decision on the post of Speaker will also be taken.

From which party can the new speaker be made?

It is believed that the post of Assembly Speaker will be given to BJP. Even before this, in 2020, Vijay Kumar Sinha of BJP was made the Assembly Speaker. But, when JDU decided to enter the government with RJD in 2022, it first waited for the resignation of the then Assembly Speaker. Current Assembly Speaker Avadh Bihari Chaudhary is an old leader of RJD and a member of the Assembly from Siwan district.
