Dumri By-election: In the Dumri by-election to be held on September 5, voters in Nawadih and Chandrapura block areas of Bokaro district and Dumri block of Giridih district will be able to cast their votes from 7 am to 5 pm. The administrations of both the districts have completed all preparations for this. There are a total of 2,98,629 voters in Dumri Vis area (Giridih/Bokaro). Of these, men are 1,54,452 and women are 1,44,174. There are 1,39,031 voters in Dumri Vis area. Of these, men are 71,612 and women are 67,419. The fate of a total of six candidates will be decided by the voters of three blocks.

Regarding the by-election, Bokaro DC Kuldeep Chaudhary said that as per the instructions of the Election Commission, 48 hours before the end of voting, all types of banners, posters, headings, pamphlets, cutouts, wall writing and other types of publicity will be completely banned from 5 pm on Sunday. During this period, there will also be a ban on meetings, meetings, street plays, publicity in print, media, telecast, broadcast etc. Action against this will be taken under the relevant sections.

These things will remain banned

DC said that free gifts, money, free food should not be distributed. There will be no party to influence the voting. Religious places will not be used for propaganda. Marriage hall or community hall will not be booked by the party or the candidate. Complete prohibition has been implemented in Bokaro district from 5 pm on September 3 till the end of polling. Adequate number of security forces have been deployed for peaceful elections. This includes Central Armed Police Force, Eco Company of Jharkhand Arms Police, Home Guard, District Arms Police Force, Jharkhand Jaguar Force.

21 clusters for polling personnel

The DC said that for the convenience of the polling personnel, 21 clusters have been made. This includes 17 in Nawadih area and four in Chandrapura area. 174 polling teams have been formed for 174 polling stations. Apart from this, 10 percent polling personnel are reserved. The team will leave from SDO office complex Dumri on Monday. The teams will leave with the route chart. Web-casting will be done at 174 polling stations.

Webcasting will be done at 129 polling stations of Nawadih block and 45 polling stations of Chandrapura block under Bokaro district. Monitoring of polling stations directly from the control room will be done from the District and Election Commission. There are eight ideal polling stations. Five polling stations in Nawadih block and three polling stations in Chandrapura block have been identified as ideal polling stations. There will be two Sakhi polling stations, one in Nawadih and one in Chandrapura block.

Special arrangements for disabled voters

Bokaro DC said that arrangements have been made for ramps, wheel chairs, transport facilities, separate queues etc. for differently-abled voters. All administrative preparations have been completed regarding the Dumri assembly by-election. A total of 2,98,629 voters will cast their votes at 373 booths. Giridih DC said that there will be arrangements for web casting at all 373 booths. Arrangements have been made to watch these booths live from the control room. 1492 personnel have been deployed at these booths while 148 personnel will remain in reserve. One presiding officer and three polling officers will be posted at each booth. These polling personnel have been trained in three phases.

Deputation of micro observers at sensitive booths

DC informed that sensitive and susceptible booths have been marked. Micro observers have been deputed at all sensitive booths. 31 sectors have been created for fair and fearless elections. For this, 31 officials have been deputed. There will be 15 zonal magistrates, while three super zonal magistrates have also been deputed. GPS will be fitted in the vehicles of all these officials and they have been instructed to remain mobile.

Dispatch center has been built in Dumri

The polling personnel posted in the election will be sent from the dispatch center of the sub-divisional office located in Dumri to the cluster along with EVMs, VVPATs and other polling materials from 6 am on September 4. These polling workers will reach their respective booths before 5 am on September 5. DC told that mock poll will be started at all booths from 5.30 am. If there is any technical problem in any EVM, 14 master trainers as well as CIL’s engineer have been deployed to remove it. Apart from this, EVM will be available in reserve with the Sector Magistrate.

Giridih market committee will have strong room

After voting, all EVMs will be received at the Agriculture Produce Market Committee located at Pachamba in Giridih. Arrangements have been made to keep EVMs in the strong room built in the market committee. For this, a three-tier security cordon has been created. This strong room will be under the supervision of Para Military, Eco and District Police. The work of counting of votes will start from 8 am on September 8.

25 companies of paramilitary force will be deployed: SP

Giridih SP Deepak Kumar Sharma said that voters should exercise their franchise fearlessly. Extensive security arrangements have been made. 25 companies of paramilitary force will be deployed during the elections. All police personnel have also been given training. Deployment of 24 FST and 25 SST

Helipads have been built at three places

For any emergency service, helipads have been made at three places near Upgraded High School Khuddisar, CRPF Camp Complex and Jharkhand Inter College. It will be used in case of emergency. Health department team has been deployed for medical emergency.

More than 200 people have been arrested

The SP said that in view of the elections, the police has taken several actions. Out of 870 licensed weapons, 95 percent weapons have been deposited. 1600 non-bailable warrants have been executed. More than 200 arrests have been made, while action has been taken against more than 980 people under 107. He told that three lakh cash has been recovered. Liquor worth more than 18 lakhs has been destroyed. Ganja worth 22 lakhs was also seized. Told that from 5 pm on September 3 to 5 pm on September 5, dry day has been declared. During this, the sale of retail products and liquor will remain closed in the concerned area. The sale of spirit containing intoxicants or similar substances shall be prohibited in any shop, restaurant or any other public or private place. Violation of this order has been warned of strict action on the basis of relevant sections.

These photo identity cards will have to be presented

Voters who cannot produce voter ID card with photo at the time of polling. He can submit 12 other documents as prescribed by the Election Commission.
