Deoghar: Shortage of court fee stamp ranging from Rs 5 to Rs 20, certified copy of documents not available

Deoghar News: There has been a shortage of stamp paper and court fee stamps, which are used for various types of documents, in the court premises of Deoghar since last one month. Provision for imposition of court fee of Rs.20 in the applications filed in the court Government of Jharkhand Has been done on behalf of. Earlier the court fee was Rs.5, which has been increased. Court fee stamp is withdrawn from the district treasury, which is given to the stamp vendors and common people buy from the stamp vendors. Every day the business of stamps worth lakhs of rupees is done in the court premises.

For the last one month, neither the court fee stamp of Rs 5 nor the court fee ticket of Rs 10 and 20 is being received. Stamps of two rupees are with one or two vendors, but they are not able to supply as per the demand. People are unable to get certified copies of various types of documents due to non-availability of court fee stamps. Parties and advocates of various cases come to present their side in the case, where there are time petitions or Vakalatnama, court fees have to be paid everywhere. Hundreds of applications filed for copying have also been rejected due to non-receipt of stamp.

Paying more for stamp paper

People come to the court for stamp paper from different places of the district and get the stamp paper by withdrawing it online. Common people have to pay Rs 30 more than the fixed price. When asked in this regard from the vendors providing online stamp service, they clearly say that the paper on which the stamp is printed costs Rs 3.10 paise and the deduction of the amount deposited in the bank is Rs 4.90 paise. Apart from this, the cost of electricity, ink, color etc. is incurred and to run the computer, they take more money for the staff expenses. The commission received from the government has also been stopped.

Withdrawal of online stamp paper is done only till one o’clock in the day

Whether it is affidavit or agreement, non-claim letter or marriage deed, indemnity bond or declaration letter, stamp paper is essential in making all types of documents. For this, stamp papers of five, 10, 20, 50 and 100 rupees are used. Earlier, printed offline stamp paper of Jharkhand government was available. Here, it is closed for the last several months and gets printed only after depositing the amount online. Earlier there was no time limit in this and the server used to work better. These days the Jharkhand government server gets a message that it will be closed from 1:00 a.m. to 5:00 p.m. and online stamp papers cannot be cleared. For this people have to wait for the next day.

Vendors also upset

There are a dozen stamp vendors in the court premises, who have to listen to the scolding for not getting the stamp. Some people are running the work by bringing stamps from Jamtara, Dumka, Godda and Ranchi.

Revenue ticket not available

In the recent days, people are not getting even revenue tickets in the district. Earlier, common people used to get it from post offices, but at present revenue stamps are not available even with stamp vendors. From the withdrawal of money to the documents of the transaction, revenue ticket is mandatory and people are facing problems.

What do treasury officers say

Deoghar treasury officer DN Rai said that the court fee stamp ranging from Rs 5 to Rs 20 has not been received from the Registration Department in the treasury since January. Correspondence has been done to the Director General for the demand of court fee stamp ranging from Rs.5 to Rs.20 in January itself. Also correspondence has been done again, but the court fee has not been received yet. By the way, ever since the online facility has been made, even the Registration Department is not taking interest in the printing of manual court fees.
