Congress will strengthen political ground through caste census in UP, conference in Bareilly on June 22, know the complete plan

Bareilly: The All India National Congress, which formed the government after winning the assembly elections in Himachal and Karnataka states of the country, is trying to strengthen the political ground in UP. But due to lack of strong organization in UP, election results are not coming as expected. That is why Congress has prepared a big plan before the 2024 Lok Sabha elections. Congress is trying to win in UP with the help of Dalit OBCs.

In UP, the Congress has decided to hold a conference to “Get caste census done, increase reservation”. However, in UP, Congress is starting the conference “Get caste census done, increase reservation” from Agra division on 15th June. But on June 22, the divisional headquarters of Bareilly division will be held in Bareilly. Congressmen have started preparations for the conference.

Soon Congressmen will be given the responsibility. District President Mirza Ashfaq Saqlaini said that emphasis will be laid on conducting caste census through the conference “Get caste census done, increase reservation”. Along with Congress National Secretary Tauqeer Alam, backward and Dalit leaders of the party will also participate in the conference. Talked about holding a meeting at the party office on Thursday evening regarding the preparations for the conference. The conference will be held on June 18 in Kanpur division, 19th in Varanasi, 21st in Saharanpur, 25th in Ayodhya, and 26th in Gonda division.

SP failed on the issue of caste census

There are about 23 percent Dalit and 40 percent backward votes in UP. In this, a large number of backward votes are with the BJP. The BJP has made inroads into the Dalit vote as well. That is why BSP got only 13 percent votes in the 2022 assembly elections. SP was trying to woo other backward voters apart from Yadav with the help of caste census issue. Because of which the party had announced agitation in every district on caste census. But even after 4 months no program was done. SP has forgotten this issue, but now Congress is preparing to cache this issue.

2 Congress MLAs in UP

In the assembly elections, 2022, all 399 candidates of Congress got 21,51,234 votes. This is 2.33 percent of the total votes polled. According to this, each candidate of Congress got an average of 5391 votes. However, in the 2017 assembly elections, the Congress fielded candidates for 114 seats. He got 54,16,540 i.e. 6.25 percent votes. At that time each Congress candidate got an average of 47,513 votes. But now she is trying to increase votes in the Lok Sabha elections.

Caste census done till 1931

Till 1931 caste census was done in the country. However, caste-based data was collected in the year 1941, but not released. In the country from the year 1951 to the year 2011, the data of SC and ST castes is collected and released in the census. But the data of other castes is not released.

Mandal commission recommendation implemented in 1990

In the year 1990, the then Vishwanath Pratap Singh government of the Center formed the second Backward Classes Commission i.e. Mandal Commission. Its recommendations were implemented in the year 1990. Based on the figures of the Mandal Commission, the OBC population in India was considered to be 52 percent. But even in this, the census of the year 1929 was considered as the basis, but after that there are no solid certificates of OBC population.

Know why the government avoids caste census

OBC leaders have been demanding caste census for a long time in the country. But the central and state governments save themselves from caste census. It is believed that if the census of OBCs is high, the demand for reservation will also be high, and if the population is low, there will be an uproar about the fact that the caste census is not done correctly.

UP’s 18 OBC castes will be included in SC

18 OBC castes have been trying to join SC for a long time. The High Court has also decided for this. Notification was issued to include SC in OBC. This includes Majhwar, Kahar, Kashyap, Kevat, Mallah, Nishad, Kumhar, Prajapati, Dhivar, Bind, Bhar, Rajbhar, Dhiman, Batham, Turha Godiya, Manjhi and Fisherman.
