The plan for the development of two panchayats of Jharkhand, Newri and Chas, is being prepared according to the increasing urbanization around them. The plan is being prepared keeping this in mind that the Panchayat should not lose its utility due to urbanization or should not become the center of waste disposal of the cities. For this, the Ministry of Panchayati Raj, Government of India has given the task of planning to Birla Institute of Technology, Jharkhand.
BIT Mesra has prepared the study report of both the panchayats. Instructions have been given to further improve the quality of the recommendations made by the institute. As a pilot project, the Government of India has selected such panchayats, which are adjacent to the city and near the main road. 34 panchayats have been selected across the country. For this, 17 technical institutions have been given the responsibility of conducting the survey and preparing the development plan. This work has been given to the Architect Department of BIT.
Efforts to stop the slum from being made in the city:
The Ministry of Panchayati Raj is trying to prevent such panchayats from becoming slums of cities. This scheme has been brought so that the Panchayats continue to play their role. Panchayati Raj Minister is running it in the name of local scheme. The heads of selected panchayats are also included in the high-level meetings held for this.
Income of 84% below 10 thousand:
The income of 84% people in Chaas is below Rs 10,000 per month. Only three households have more than 2.5 acres of irrigated land. 74% of the population has no work. Large population is illiterate. Newri is a panchayat with 1230 houses. There is a population of about 200 Scheduled Castes and more than 1200 tribes. 75% people are literate.
50 crore plan proposed for Chas
By developing sanitation facilities, declaring Panchayat ODF, developing two drainage systems, developing covered drainage in Chas-Chandankiyari road, construction of solid waste processing center, construction of agriculture service center, processing center and warehouse etc. Preparing milk collection center and chilling plant, opening skill development center, opening higher secondary school etc.
Recommendation for Newry
Making all kutcha houses pucca, completing construction of all roads, making arrangements for sewage treatment, making arrangements for toilets in all homes, Anganwadis and schools, developing all skill development centers, etc.
The Panchayati Raj Department is preparing the survey and development plan of the two panchayats adjacent to the Municipal Corporation. The Panchayati Raj Secretary of the Government of India has taken information about this. Some changes have been requested in the recommendation made by BIT. The department wants that the corporation should not have a negative effect on the panchayats.
