Bihar: The future of students who have enrolled for 860 seats in medical colleges is in limbo.

The National Medical Commission has announced that undergraduate students taking admission in medical colleges after September 30 will be considered invalid and will be exempted. The Commission has directed stakeholders including central authorities, state authorities and medical colleges to strictly follow the counseling schedule prescribed for the session 2023-24 for UG MBBS courses. The National Medical Commission has considered conducting any admission or counseling after the cut-off date as a violation of the NMC notice and the Supreme Court order.

Admission has been done on 860 MBBS seats

After the order of the National Medical Commission (NMC), the students taking admission on 85 percent medical and dental seats of the state through BCECEB are worried. The third round of admission in the state was held from October 1 to 4. In the third round, along with 860 MBBS seats, a total of 1093 seats including Dental and Veterinary were allotted. These included 597 seats of government MBBS (total seats 1206), 263 seats of MBBS of private colleges (total seats 1050), besides 75 seats of government dental colleges and 122 seats of private dental colleges. Even after the third round of counselling, 144 seats of MBBS and Dental remained vacant. For this, choice filling was done till 18th October. Admission has not been done yet. The seats for which admission is yet to be done include MBBS seats of 28 government colleges and 31 private colleges, apart from this, dental seats of 13 government colleges and 72 private colleges are included.

NMC had given notice in July itself

The National Medical Commission had issued a public notice on 27 July 2023 itself and ordered to complete the UG MBBS counseling by 30 September 2023 under all circumstances. It was said in the notice that any nomination or counseling after this would be considered a violation of the NMC notice and the order of the Supreme Court.

Why was the counseling delayed?

BCECEB officials said that counseling started late due to various reasons. In this, admission has been delayed due to the issue of 33 percent reservation for girls and admission on government fees on 50 percent seats of private medical colleges.

What was the decision of the Supreme Court

On January 18, 2016, the Supreme Court in its decision had fixed the time frame for enrollment in UG and PG medical courses. This time frame was decided after consultation with all the states and the central government. Also, in another case, the Supreme Court had barred the High Court from interfering in any changes in it. After which, on January 23, 2018, MCI changed its regulation and brought a provision of not accepting any nomination after the cut-off date. The Supreme Court, in another order on June 21, 2019, said that no relaxation can be given in the cut-off date merely on the basis that seats are remaining vacant within the stipulated time.

There is no fault of the students in delay in counselling. This is a state matter. Students need not worry. This will be considered further.
