Bihar: State employees started getting promotion, it started from general administration, list released

Under the new system of promotion of state employees, giving executive charge of higher posts has started on Monday. The General Administration Department has released two lists. On the basis of the recommendation of the screening committee, seven state employees have been promoted in the first list and two in the second list. First of all, seven lower class clerks of Bihar Secretariat Clerical Service have been promoted as upper class clerks by giving them executive charge of revised pay level four. At the same time, one employee posted in Commissioner’s Office, Saharsa, four employees working in General Administration Department, one employee working in Commissioner’s Office, Patna and one employee working in State Election Authority have been given this promotion under Pay Band 5200-20200 and Grade Pay 2400. The General Administration Department also released the second list in which two office attendants were promoted as lower division clerks.

Promotion will be given only from the original priority list of basic grade.

Government employees will be given promotion only from the original seniority list of basic grade. At the same time, by keeping 17 percent posts reserved, SC-ST will also be given benefit in the promotion list. For giving executive charge of a higher post, all other standards of promotion will also be followed. This information was given by the General Administration Department in a workshop held in the auditorium of the Chief Secretariat on Monday. In this workshop, the process based problems were explained to the nodal officers of the departments. Secretary of General Administration Department Mohd. Nodal officers of all 44 departments participated in this workshop chaired by Sohail. Deputy Secretary of General Administration Department Rajneesh Kumar and Under Secretary Sirajuddin Ansari were also present during the session. In this, the nodal officers were told that as per the guidelines of the state government, promotion is to be given from the civil list only. Confidential reports of employees, allegations, departmental action etc. also have to be investigated in advance. If more than 50-70% posts are vacant, the service period prescribed for promotion can also be reduced.

Today, details of promotion of employees will be available from all the districts.

The Health Department has sought reports from all civil surgeons by Tuesday to give promotions to the officials working under them. On Saturday itself, the Director General had sent strict instructions to all the districts that it is mandatory that the department should get the details of promotion of the employees posted in the districts by Tuesday. Reports have also been received from some districts. It is to be known that the posts of Health Instructor, Pharmacist, Laboratory Technician, Operating Room Assistant, X-Ray Technician and ECG Technician cadre personnel are to be given the charge of higher post. Along with this, the Director General has also asked for the report of the district level posts of Class C clerk, stenographer etc.

Officers from minority community will be nominated

An order has been issued to nominate an officer from the minority community in the five-member screening committee for promotion. It has been said in the order that one officer from minority communities like Muslims, Sikhs, Christians and Parsis should be nominated in the committee.
