Battle of Dumri by-election: Not a single woman became MLA after S Manjari in 1967, will the public repeat history this time?

Giridih: After independence, only one female MLA has been elected from Dumri seat. In the year 1967, S Manjari of Raja Party became MLA from here. Since then not a single woman has become an MLA from this seat. On Thursday, the last day of filing nominations, INDIA candidate Baby Devi and NDA candidate Yashoda Devi filed papers from this seat. Eight candidates, including Baby Devi and Yashoda Devi, have filed nominations so far. Scrutiny of nomination papers will be done on August 18. The last date for withdrawal of nomination is 21 August 2023. Voting will be held on September 5, 2023. After this, counting will take place on September 8.

Baby Devi and Yashoda filled the form on the last day

India’s candidate Baby Devi and NDA candidate Yashoda Devi filed their nominations on Thursday, the last day of filing papers for the Dumri assembly by-election. JMM MLA Mathura Mahato, MLA Jaimangal Singh, Yogendra Mahato, Sudivya Kumar Sonu, Sarfaraz Ahmed, Male MLA Vinod Singh were present in the subdivision office during the filing of nomination with INDIA’s candidate Baby Devi. AJSU Party President Sudesh Mahto, former MP Dr. Ravindra Rai, MLA Randhir Singh, MLA Narayan Das, Dumri BJP leader Pradeep Sahu were present at the time of filing nomination of NDA candidate Yashoda Devi.

Baby Devi filed nomination in two sets

Baby Devi was the first to file her nomination papers. Gandey MLA Dr. Sarfaraz Ahmed, Bagodar MLA Vinod Singh, Tundi MLA Mathura Mahato, Bermo MLA Kumar Jaymangal, Giridih MLA Sudivya Kumar Sonu, Lokeshwar Mahato, Jailal Mahato were present with him. She had reached to file nomination papers with a procession of supporters and she filed nominations in two sets.

NDA candidate Yashoda Devi also filed nomination

After this, NDA candidate Yashoda Devi filed nomination papers. AJSU Party Central President Sudesh Kumar Mahato, MP Chandraprakash Chaudhary, Jamua MLA Kedar Hazra, Sarath MLA Randhir Singh, Mandu MLA JP Patel, Deoghar MLA Narayan Das, Gomiya MLA Lambodar Mahato, former MP Dr. Ravindra Kumar Rai, former MLA Yogendra with him. Mahto Batul and Nirbhay Kumar Shahabadi, BJP’s Dumri assembly in-charge Pradeep Sahu, MP representative Chhakkan Mahto were present. Prior to this, Yashoda Devi reached the election office with a procession of supporters and filed her nomination. After filing nomination, Yashoda Devi reached Terahpanthi Kothi located in Isri Bazar and held a meeting with the workers.

Voting for Dumri by-election on September 5

Dumri assembly by-election is on September 5, 2023. Administrative activities including political have intensified regarding this. For the Dumri by-election, 373 booths have been set up in 37 panchayats of Dumri block, 24 panchayats of Navadih block and nine panchayats of Chandrapura block of Bokaro district. The total number of voters is 2,98,629. There are 1,54,452 male and 1,44,174 female voters in this. There are 199 booths in Dumri block, 129 in Navadih and 45 in Chandrapura block. The date of scrutiny of nomination papers is 18 August 2023. The last date for withdrawal of nomination is 21 August 2023. Voting will be held on September 5, 2023. After this, the counting of votes will take place on September 8. The last date for conducting the by-elections has been fixed as 10 September 2023.

Pradeep Sahu got maximum votes in 2019 from Dumri block

In the year 2019 elections, BJP candidate Pradeep Sahu got maximum 25,116 votes in Dumri block of Dumri assembly constituency. Late Jagarnath Mahto of JMM got 24,738 votes. Late Mahto of JMM was leading in Nawadih block by getting 46,390 votes. Here Mr. Sahu got 10,897 votes. AJSU candidate Yashoda Devi got 19,355 votes in Dumri block and 17,429 votes in Navadih block. AIMIM candidate Maulana Mobin Rizvi got 15,454 votes in Dumri block and 8,678 votes in Nawadih block, while former minister Lalchand Mahato, who won three times from Dumri, got 2,029 votes from Dumri block and 3,190 from Nawadih block in this election. AIMIM candidate Maulana Rizvi registered a strong presence in the 2019 elections. He got 24,132 votes. This time again he is again in the election field. He was the candidate of JDU in the 2014 elections and got 16730 votes while standing third.

Former minister Lalchand Mahato is not contesting this time

This is the first time after the year 1977 on Dumri assembly seat, when former minister Lalchand Mahato, who was MLA thrice from here, has announced not to contest elections this time. Lalchand Mahato, who has been active in the politics of Dumri assembly constituency for the last four decades, will hold a meeting with his supporters regarding his role in the elections and decide the future strategy. For this, a meeting will be held with supporters in Dumri block on August 21 and Nawadih block on August 23. Will decide on support after taking opinion.

There was no female MLA in 56 years

After independence, only once female MLA has been elected from Dumri seat. In the year 1967, S Manjari of Raja Party became MLA from here. Laxman Manjhi of Congress in 1952, Hemlal Pragnait of Raja Party in 1957 and 1962, Kailashpati of Raja Party in 1969 mid-term elections, Murli Bhagat of Congress in 1972, Lalchand Mahto of Janata Party in 1977, Shiva Mahto of JMM in 1980 and 1985 In 1990, Lalchand Mahto of Janata Dal, Shiva Mahto of JMM in 1995, Lalchand Mahto of JDU again became MLA in 2000. Later, JMM’s Jagarnath Mahto continued to win the MLA elections in the years 2004, 2009, 2014 and 2019 and became MLA for four consecutive terms.

Candidate from NDA for the first time in Dumri assembly by-election

For the first time in the Dumri assembly by-election, a candidate has been fielded by the NDA. AJSU’s Yashoda Devi has been nominated by the NDA. For the first time there will be an election contest between the NDA and the UPA in this constituency. Let us tell you that in the 2019 assembly elections, AJSU and BJP contested separately here. Yashoda Devi was the candidate from AJSU, who got the second position. He got a total of 36,840 votes, while BJP candidate Pradeep Sahu got 36,013 votes i.e. NDA got 72,853 votes in this election. Late Jagarnath Mahato of JMM who won this election got 71,128 votes.

BJP is contesting on this seat since 1985.

Earlier in 2014, AJSU had contested Dumri assembly elections and Tikaram Mahto alias Bigan Mahto was the candidate. He got 1,260 votes and finished 10th while BJP has been contesting this assembly election since the beginning. After Ishwari Lohani in 1985, Prashant Jaiswal in 1990, Kailash Pandit in 1995, in 2014 Lalchand Mahto contested on BJP ticket.

JDU contested Dumri assembly election six times

Apart from BJP and AJSU, JDU has also contested Dumri assembly elections six times. For the first time in the year 2000, Lalchand Mahato contested from this seat from BJP supported JDU and won. After this, in the year 2005, late Damodar Mahato (husband of Yashoda Devi) contested on JDU ticket and came third with 16,917 votes. In 2009, JDU candidate Damodar Mahato was again made and he got second place by getting 20,292 votes. After this, Maulana Mobin Rizvi contested as a JDU candidate in the 2014 elections and secured the third position by securing 16,730 votes. Lalchand Mahato once again contested as a JDU candidate in the year 2019 elections and had to be content with only 5219 votes.

BDO took stock of the third check post regarding the by-election

Regarding the Dumri by-election, the monitoring team led by Santosh Kumar Prajapati, the third BDO of Giridih district, reached the remote village Thansinhdih of the block. Here, a check post has been set up on the Bihar-Jharkhand border regarding the Dumri by-election. Vehicles are being checked here. BDO said that the code of conduct is applicable in the entire district regarding the Dumri assembly by-election. It is being monitored by the monitoring team in the block area. He said that the code of conduct is being strictly followed.

Deputy Election Officer inspected the polling station

Deputy Election Officer Mahendra Ravidas inspected booth number-54 and 55 in Nagawan Panchayat regarding the successful implementation of voter list special brief revision program. He said that door-to-door campaign is being conducted till August 21. In this, BLOs will verify the names of voters and make the list error free. An inclusive voter list has to be prepared. People who have completed 18 years or more on October 1 have to be registered. Errors in the list and photo voter ID card will be rectified. The name and new address of the newlyweds have to be updated. During this, work will also be done to remove the name of the deceased voter from the voter list. He inquired from the people around and gave information related to voter revision. He instructed the BLOs to take special care of voter list special brief revision campaign. Not a single eligible voter’s name could be left out. During this, he met the voters and also made them aware. Along with this, appealed to cooperate with the BLO who came home for registration, transfer, correction, removal of name in the voter list and other information.
