Bareilly: PWD is kind to the blacklisted contractor, accused of defrauding the department of crores, know the whole matter

Bareilly: Public Works Department (PWD) has been accused of being kind to a contractor from Badaun. It has come to light that people were getting benefits worth crores of rupees by issuing illegal (against the rules) experience certificates. But, now this matter has been placed before the Cabinet Minister of UP Government and Principal Secretary PWD. Kesariya Hindu Vahini District President Rakesh Saxena has made many allegations against Badaun firm M/s Satish Chandra Dixit in the complaint letter. He says that for bridges, roads and buildings, registration and tender for work is obtained through experience certificate of related work. However, Bareilly PWD officials gave the registration of A class to the firm carrying out road work in bridge construction against the rules. After this, the tender for the Aril River Bridge was taken with arrogance. This work was to be completed in 6 months, but due to lack of experience it was not completed in 2 years. This delay cost the government a lot of money and caused problems to commuters. However, no financial penalty was imposed on the firm for being late nor was any warning given. Experience certificate was issued against the rules for construction of half-built bridge. After this, with the help of illegal registration and experience certificate of incomplete construction work against the rules, he participated many times in various tenders including the Bonni Mini Bridge tender of Pilibhit district.

District President of Kesariya Hindu Vahini complained

On this complaint, on the instructions of the Head Quarters, three former Chief Engineers conducted separate investigations. After all three were found guilty in the investigation, the accused firm was debarred for 3 months and 6 months. But, the accused firm operator misled the department and took the work again with arrogance. In this, the Chief Engineer warned of blacklisting if any deficiency is found again. Even after this, a stamp paper of Rs 10 was uploaded instead of Rs 100 of Rs 6 in the tender for a construction work in Shahjahanpur. This act was done intentionally. The accused caused loss to the government revenue by defrauding the department. In this case also the firm M/s Satish Chandra Dixit was debarred. But, even after being rejected twice, the departmental officers are kind to the contractor. Due to which the District President of Kesariya Hindu Vahini asked whether the registration certificate obtained from the illegal experience certificates of the said firm is valid or not? Is it legal to participate in the tender with such registration or not? Demanded an investigation in public interest and strict action against the said firm. They allege that the accused firm has defrauded the department of crores of rupees through certificates issued in an illegal manner. Apart from this, payment was taken from the bills by putting wrong certificates in all the tenders. In such a situation, action was taken against the accused firm and demanded recovery. I tried to know the side of the Chief Engineer of PWD in this matter. However, the party could not be contacted due to his phone not being picked up.

Former Union Minister and MP also complained

Meanwhile, former Union Minister of BJP and Bareilly Lok Sabha MP Santosh Kumar Gangwar and Amla Lok Sabha MP Dharmendra Kashyap also complained about the activities of the firm M/s Satish Chandra Dixit to the Principal Secretary PWD. In this complaint also, the accused firm was registered on the basis of false experience certificates on the basis of rigging and coercion, whereas this certificate was not eligible for bridge works. The accused firm did the late work of the bridge on the Aril river passing near Mohammadi in Badaun. But, after the complaint of Kesariya Hindu Vahini, Principal Secretary PWD has started investigation into the canceled experience certificate and the entire matter against the firm. After the order of the head quarter, there is panic among the officers of Bareilly PWD. In this case, it is also expected that one or two employees will be punished for not taking action against the accused firm.
