Kanpur: In Kanpur, a case of illegal construction of a bungalow by falsifying maps has come to the fore on road land in Pioneer Green City Township located in Singhpur. Builder Nikhil Sharma, a resident of Emerald Garden, filed a report against a person named Abhishek Singh at the Bithoor police station under sections related to extortion and intimidation. He alleges that the accused Abhishek called himself a representative of the PMO and showed the Icard.
He cheated Rs 20 lakh to legalize the illegal construction. After this the map was also passed. It is alleged that when Nikhil reached his office on August 12, 2023, Abhishek demanded two lakh rupees. The police is interrogating the accused Abhishek Singh by taking him into custody from a well-known hotel in Lucknow. At the same time, it was revealed in the preliminary investigation that the builder Nikhil Sharma got the map passed in a fake way and got the bungalow built. In this case, DM and KDA’s VC Vishak ji has filed a case in Kanpur’s Swaroop Nagar police station on the charges of forgery.

Actually, Nikhil Sharma, a resident of Emerald Garden, Swaroop Nagar, is the director of Pioneer Green City. According to Nikhil, his Villa number 67 of Pioneer Green City township located in Bithoor Singhpur was rented to a young man named Abhishek Singh. During this, he started coming and going to the office located in Pioneer Green City. He told that he is the representative of the PMO (Prime Minister’s Office). Also showed the ID card. A home guard was also stationed outside his villa.
20 lakh rupees given till November-2022
Nikhil told that I got impressed by Abhishek’s words. I have given him about 20 lakh rupees since November 2022 till now. In which Apple company’s mobile phone and a laptop are also included. He was taking this money in the name of letting the business work run smoothly. He used to threaten to stop the work if he refused to give the money. On August 12, he again demanded two lakh rupees. Threatened to implicate in false cases on protesting. On the basis of which an FIR was lodged against him on Sunday evening.
Make three small layout plans
In the Hanumant Vihar part of Singhpur Cachar and Pioneer Green Society, the builders passed the map of the land on which a nine meter road was shown earlier. The plot was cut by hiding it in the revised map. The special thing is that Pioneer developers passed three small layout plans for this game. In this, gradually the truth of the occasion kept disappearing. Later, a separate layout of a land bought next door was passed. Which was added to the original map. Called it a modified layout plan. In this, the road of the old layout plan has disappeared.
After this, the Owners Welfare Association of Pioneer Green City complained about this to DM Visakh. After investigation, on the orders of the DM, a report was lodged against the four directors of Pioneer Developers as well as the architect at the Swaroop Nagar police station. These include Akhil Sharma and Nikhil Sharma, authorized directors of Messrs Pioneer Constructwild, residents of Indira Nagar. Along with this, a report has been lodged against Amit Agarwal, a resident of Shuklaganj, Ashish Singh, a resident of Swaroop Nagar and architect Vaibhav Chauhan, under the sections of cheating and falsification of documents.
Played on the adjacent 16 thousand square meters of land as well
The developer also made another big game on the adjacent land of 16 thousand square meters. Filed a revised map on the Obipass portal showing the ownership of this land. Under Section-13 of the Uttar Pradesh Town Planning and Development Act, 1973, its release is published in newspapers. But there was no mention of Pioneer Green in it. Due to this, the allottees of the society did not even know which land has been mentioned. The allottees complained that they could not file objections due to lack of necessary information.
Plots which were not even in the map, got those also passed
Arazi No-499, 500, 501 Part and 486 Part Hanumant Vihar, Singhpur Cachar, 26330.49 square meter layout map was approved on August 20, 2008 in favor of M/s Pioneer Constructwild Private Limited. The developer got the park constructed along with the development works. On the left side of the map, a road of 9 meters is shown next to plot numbers 3, 33, 39, 48 and 10A.
It was mandatory for the developer to develop it as a road. But the map has fraudulently shown Plot No. 2 on the 9 meter road located next to Plot No. 03. Its map was filed on the OBPAS portal and got approved on October 7, 2021. The special thing is that plot number 02 which was not there in the map, was made residential. Means the road showing plot number-2 has disappeared.
Next to the plot number-48 created in the sanctioned map, the developer showed plot number-47 on 9 meter road and got its smaller map number 2, 2021 passed by filing it on the Obipass portal. Similarly, plot number 38 was shown in the map next to plot number 39 on 9 meter road and its map was filed on Obipass portal and passed on January 12, 2022. In fact, this plot number 38 is not even in the approved map of the East.
Maps of approved buildings will also be canceled
The DM has ordered that along with the layout passed earlier, all the three smaller layouts and the revised layout should be cancelled. KDA has started its action. In this, those maps will also be cancelled, which were passed for the construction of buildings on the plots of this scheme. Right now, the matter of changing the land use of group housing and educational institutions on the green belt on Mainavati Marg and passing the commercial maps was going on that this matter has opened a new story of forgery. Both these cases are already being investigated by the Ankush Committee of the Legislative Council.
